Diamond Credit Union Charter Conversion

Your Yes vote is asked for and encouraged!
When it comes to credit unions, we believe choice is good. Each credit union across the country has the choice of operating as a state or federally chartered financial institution. Diamond Credit Union is currently chartered under the laws of the Commonwealth of Pennsylvania. However, after careful consideration of the options provided under both the state and federal charters, the Board of Directors believes the time has come to change to a federal charter.
To that end, your Board of Directors recommends that Diamond Credit Union change to a federal
charter which will, among other things:
- Reduce the credit union’s annual examination fee.
- Reduce our regulatory burden by leaving us with one regulator instead of two.
- Provide for exclusive credit union oversight and support from the National Credit Union
Administration (NCUA). Unlike our state regulator who regulates other entities (payday lenders, banks, mortgage brokers, etc.), NCUA regulates and insures only credit unions.
- Provide additional means of expanding our field of membership in the future so we can serve even more people like you.
- Modernize our field of membership and bylaws.
In short, we believe changing to a federal charter will enhance our ability to compete and thrive in today’s dynamic financial marketplace. What differences will you, an existing credit union member, notice? None. You will retain your valuable membership, deposits will remain fully insured through federal insurance, and all branch and digital services will continue to be offered.

In order to change from a state to federal charter, a vote of the credit union membership is required. All votes must
be received by 6:00 p.m. EDT on April 28, 2026. If you would like a paper ballot, you may pick one up in a branch or call us at 1-800-593-1000 to request a ballot be mailed to you. All ballots will be counted by an independent third-party auditor, eSPACE Communications (CU Ballot). Once the votes have been tabulated the result will be forwarded to the NCUA and the Pennsylvania Department of Banking and Securities for final review and approval.
